To be eligible for funding, programs must:

• Focus on the Foundation's mission
• Encourage collaboration and eliminate duplication of services
• Address new and emerging needs or incorporate new approaches to meeting current needs
• Demonstrate vision, action, effectiveness, good management, and quality
• Applicant organizations must be non-profit and tax exempt and must qualify under IRS status 501(c) (3) or Section 170 (c)
• Proof of exemption status is required

The Foundation does not fund:

• Basic cancer research, not excluding applied research
• Grants to individuals or scholarships
• Requests outside the El Paso area
• Films or videos as stand-alone projects
• Endowment funds
• Religious organizations for religious purposes
• Multi-year grant projects
